Ricky is the hometown hero fighting for England. Culturally this sort of thing has been a big deal for the English since the Napoleonic wars. Just as culturally the United States tends to celebrate individualism and rebellion, the British celebrate the plucky Tommy (it used to be Jolly Jack-Tar) going overseas and winning against the odds. History makes for national consciousness.
It's not supposed to be a balanced article anyway. It was published in the Daily Mail, which is a right-wing newspaper with a patriotic (bordering on nationalism) leaning. You just don't get balanced articles in that newspaper.
