There would'nt be any excitement in the division if everyone faced everyone at once, they need to build themselves first on certain fights, promoters need to cash in, make their fighters stars and then matching them up where both the fighters would make a lot of money and it would be a BIG PPV, better for boxing. Build-up makes up for more excitement/anticipation.

            top rank wasn't ready yet to put cotto in with the real champ in hatton.

            cotto faced a 3rd round scare against corley in early 05' and an even bigger scare in sept 05 (3 months after hatton-tszyu) against torres.
