Why won't Pacquiao move to Welterweight?

The only real fights left in his division is a Marquez rematch, and a war with Katsidis. Guzman is an overrated hype job who will get KTFO when he steps up in competition like Rey Bautista did, and he hasn't even earned a shot at Manny.
So why not just move up? The competition is there, the fights are there, and if he wants to be considered an all time great, his legacy requires it.
The crazy thing about this is when it's all said and done, Pacquiao would have faced 6 outta the 8 guys this dude mentioned.

oscar was drained, not manny's fault, but he was
hatton i'll give him because he took his title and even though hatton lost his last big fight, he was on a 2 win streak
mosley lost his last big fight
he hasn't fought cintron, nor should he imo
he's scared to fight floyd really, we know the real truth around that
clottey lost his last big fight
cotto i'll give him, but it was at a catchweight for his title--if there was no title on the line, then it wouldn't be that bad imo
margarito the same as the others, catchweight and long layoff
