Who has the best power at Welterweight?

i think cotto can hit harder than any of them. mosley hasnt KO'd a legitimate fighter in years, vargas doesnt count... he has power no doubt, but i think cotto hits harder.

He's another guy who looks like he should be a Middleweight. I don't know how they do it. People say Cotto is too big, hell he's only 5'7.
