This makes no sense in application to the HW division, since the majority of the top ten are "white hopes" any way you slice it.

These guys are both probably between 8 and 12

      Klitschko
      Peter
      Klitschko
      Chagaev

That's a clear top 4 and no one else is even close. After that you have:

Maskaeev, Valuev, Briggs, Brewster, Lyka, Rahman, and I guess Ibragimov in an order nearly impossible to determine meaningfully.
You have Klitschko twice - I'm guessing the top one is Wlad and the one that's #3 is Vitali. If so, I have to disagree on ranking Vitali. Even with his announced comeback, he hasn't fought in almost three years. we don't know if he;s fully healed from his assortment of injuries, if he still maintained his skill level, etc.

For the moment, I'd still rank Toney ahead of Ibragimov (I mention him because you left him off of your list, deliberately or otherwise). One more loss, and Toney would be removed from the fold. But for the moment, a controversial loss and a clear one to Sam Peter still isn't as bad as going life and death with Ray Austin.

I don't do rankings very often. Off the top of my head, here's my unofficial HVY Top 10

      Wlad Klitschko
      Sam Peter
      Ruslan Chagaev
      Oleg Maskaev
      Nicolay Valuev
      James Toney
      Hasim Rahman
      Shannon Briggs
      Sergei Lyakhovich
Lamon Brewster (though he's long overdue for a win in order to remain ranked)

Byrd, Ibragimov and even Ruiz hover around the best of the rest. I wouldn't argue if anyone still considered Byrd a top 10 heavyweight.

I'd have him just off the list myself:

          1. Wlad Klitschko
          2. Sam Peter
          3. Ruslan Chagaev
          4. Nicolai Valuev
          5. Oleg Maskaev
          6. Shannon Briggs
          7. Vladimir Vichis
          8. Lamon Brewster
          9. John Ruiz
          10. Sergei Lyakhovich

Toney probably at 11 & Ibagimov probably at 12.
