You also have to look at race/nationality. Should we accredit many of the African-American boxers to Africa? After all, if not for slavery. And what about Big Fat Len? A Jamoc?

Well if we're talking of countries manupulating sanctioning bodies then it's got to be U.S.

          Remember the Golden Rules?

He who has the GOLD makes the rules.

Why is Philippines in there. For those 4 who voted for Philippines, stop being biased. Pac is #1 in jr. lightweight but Pinoy boxers does not dominate boxing.

The US is number 1 while Mexico comes in a close 2nd. If u combine Russia and its former territories, then its 3rd but Russia by itself, i say #5. My 3rd choice is Japan, even though its fighters like to fight in their country, they still have world champions that has beaten top 10 fighters. 4th goes to England.

                Russia dominates the US.

Mexico dominates the world of boxing as a whole.

Because The Philippines only sent 1 fighter and has only 1 fighter and he dominated. Now that's what you call pound for pound............LOL.
