O'Neil Bell allowed to hold onto his belts?

O'Neil Bell's last fight was in January 2006 against Jean Mormeck, and he has not fought since than in nearly 1 year.

Why are the WBC and WBA allowing him to remain champion when he is so inactive?

Also why is Oscar De La Hoya allowed to hold onto the WBC belt which he won from Ricardo Mayorga in May 2006, considering that his next fight will be in May 2007 against Mayweather, thats exactly 1 year from winning it.

These belts are becoming pointless, Manny Pacquio is still regarded as the best without holding any belts.

Yeah, i kinda think bell is ruining the cruiserweight division by not doing anything at all, he hasn’t even announced he is going to fight anyone there is 3 or 4 good fights out there for him but he has done nothing, if he doesn’t fight haye soon he should lose his WBC belt and i heard the WBA have given him to July to fight there mandatory or he will lose that belt he is in danger of losing all his titles by just not doing anything.
