Pac didn't just land more he landed more clean and effective punches. Most of Mayweather's punches were either hitting Pac's gloves, grazing his head or light touches/taps near Pac's face.

As for the other scoring criteria you could argue Pac was the effective aggressor because he was pushing Mayweather back, pinning him on the ropes and landing body shots to his chest.

That's why I believe Pacquiao beat Mayweather and so do many other real boxing fans.
