            Jimmy Wilde stands alone at the top. I'd probably say Villa is one of his closest rivals to the throne but I think his win over Wilde is a little overstated considering Wilde hadn't defended his title in three years and his one fight between was a fight where he was grossly outweighed and hurt by badly by Herman having his head hit the concrete outside the ring. He was coming out of retirement it's possible he was shot by fight time.

            4. Miguel Canto
            5. Benny Lynch
            6. Fidel LaBarba
            7. Frankie Genaro
            8. Masao Oba
            9. Betulio Gonzalez
            10. Santos Laciar

            Some others that were great enough to rank but perhaps didn't stop at flyweight perhaps long enough include Mark Johnson, Chocolatito Gonzalez, Hilario Zapata, Fighting Harada. Those guys accomplished greatness because of their work at flyweight and elsewhere and some guys very, very close to ranking like Chartchai Chinoi, Pone Kingpetch, Midget Wolgast, Yuri Arbachakov and Horacio Accavallo.
