I think this was more of a PR ploy by Trump.

There are certainly a lot more significant issues than JJ's mistreatment a century ago.

With Johnson there were always racial motives against him. True the Mann act was a law concerning prostitution. However there was no chance he would have gotten a fair trial. He was Jack Johnson and the American white race of that time period despised him.

Those 500 are predominantly racial minorities I would estimate. No matter the circumstances, no matter the evidence, Johnson was going to prison. He knew it and everyone knew it. During that time period what would any black man of substance do faced with a guaranteed prison sentence? Take off to far more liberal Europe. No jail time and walk around with superstar status.
