I hate to ride a bandwagon, but I believe it is Holmes with anyone else coming in behind. His jab had ****. Jerrnall Charlo's jab appears to have some **** on it, too.

                Greatest jab from the Greatest!
Ali used his jab for offensive scoring and setting up combinations. He used it to accentuate his lateral movement and it was equally a defensive maneuver. His jab was a distance finder along with being
able to batter, bruise and disable his opponents.
Ali's jab had more uses than anyone else's lead punch!

I personally like heavy jabs that cause damage but it's difficult not to admire Ali's use of his multi-use jab that was often used to control tempo while scoring points.

Ike "Bazooka" Quarte. Ike threw every jab with bad intentions.

Ali and it's not close. Ali had those reflexes that allowed him to hit opponents at angles with his jab. Holmes never had the athleticism, movement or reflexes of Ali.
