I wouldn't say it was a duck, robinson like so many fighters, fights whoever his handlers put in front of him... Srr's team probably didn't have control over burley, and robinson was drawing good money, so why risk it...

Robinson didn't become the middleweight champion until after Burley retired. I imagine they could have fought before then, but perhaps the demand for it wasn't strong enough to generate the money needed to make it.
