How do you rate Billy Conn?

I have him Conn at #6 LHW.

One beneath Harold Johnson and one above Rosenbloom.

LHW's a great division historically.

Rosenbloom is very similar to Tommy Loughran.. Both were very skilled, both were champions, both had limited success at hw, and they both lacked power
They'd be around 9&10 imo.. Both had industrial resumes, but i think Conn was way better.. No 6 is about right

Billy Conn has one of the greatest boxing resumes. Honestly don't understand why his name doesn't get menetioned more often when talking about pound for pound greats.
