I remember the question being brought up by a fan to magazine or forum well after the barkley fight about making 140 and picking up that title and the expert answered" which leg would you like him to cut off"

Mosley can make 140 now. He offered Pacquiao fight at 140 when he beat Hatton

Talk is cheap. Mosley hasn't fought under 146 in over 13 years. He'd be a joke at 140 lbs.

Mosley was desperate for a payday and fight. That was more of a bluff than anything else because he knew Pacquiao didn't want the fight. Mosley would have never been able to make that weight then or now..

                He Tried!

He left LW because of lack of competition and Money at the time, there was nothing at JWW, while on his way to challenging for the WW title and >Leonard, at some point his People offered Pryor a deal for a big fight for the JWW Title, I believe they were told Pryor was waiting on his trainer to return from surgery or something along those lines, I can't remember the exact reason, but they were told he was waiting and by the time they got back with them, Duran was going up against Leonard and others with plans for bigger Paydays.

So once again Pryor blew another opportunity or his People did, as they wanted to soak him for all they could at JWW before letting him risk his title against a huge name, they all thought Pryor would be around at the least a few more years with many big money fights coming, but wanted to build his record as JWW Champ before doing it, but he never made it to the big fights.
