Archie Moore although I belive he did lose to Ezzard Charles a couple times.

Ezzard Charles - his overall body of work, ability, and accomplishments stands out among the other three. However, Moore is close.

dotn know much about the other two im afraid, but archie and ezzard are both ranked top 20 all time p4p

Charles won 4 out of 5 against Bivins, 3 out of 3 against Moore and 5 out of 5 against Maxim, so it's hard to rate any of them above him. So him first, Archie second, Maxim and Bivins.
