Manny took his power up through the weight divisions with him, so you can argueably rank him higher than a lot of guys you menetioned.
Ranking pound for pound punching power is virtually impossible, but I'd happily have Manny in a top 20 list.

He was a huge puncher at the lighter weights, and has shown hurtful power 25-30lbs higher. He's definitely an all-time great puncher.
SCtrojans' comment about his left cross, however.....exaggerration.

and i'll say that dempsey, marciano both had to wear guys down
or at least get them exactly where they needed to be
and they were HW. lennox lewis is a much bigger puncher in purely HW terms (if you consider that they are about 40-60 lbs smaller, p4p it gets closer)
but the HW division isn't in p4p terms
they are HW compared to other HW. not big punchers in historic terms. sonny liston was a big puncher. joe louis was a big puncher. dempsey and marciano are on a lower tier in my opinion.
and they don't compare to a former flyweight world champ with a clean one punch knockout over the lineal jr WW champion (and future HOFER)
a stoppage over miguel cotto
the hardest puncher josh clottey ever faced in his own words (i know he didn't show up for that fight, but clottey was known to weigh 165 plus for WW fights and had a very good chin)
breaking the face of antonio margarito (and a responsible ref or corner would have stopped that fight "LIVELY, you bastard !" - robert garcia)
knocking down shane mosley's corpse (who can still take a good punch, and had only even been hurt by one man, vernon forrest a dangerous right handed puncher and true WW)
"gradually reconfiguring de la hoya's beautiful face"

and no flyweight champion comes along to move to WW and knock guys out (and HURT THEM with one punch)

manny has an ATG punch and chin. it would be better if he was ATG at getting out of the way of punches
but he really isn't (look at his face after some of those fights other than shane,) and you need a hell of a chin being so naturally small taking punches from such big guys.
the way he took miguel cotto's best punches erased all doubts in my mind about him. i haunt bet against him since, and will not until he fights floyd mayweather, when i'll be putting a little something on mayweather if i can get close to even odds or better
he's gotta get back on the straight and narrow and start fighting some real opponents (young guys or guys at the top preferably,)
outside of top rank, if he can, so they will be real fights with an opponent who isn't simply an opponent
marquez at 144 is i guess a start

same with rios if they're serious about getting them in the ring together.

Far bigger than everyone he faced, and wa hardly a KO artist.

Manny Pacquaio is currently too polarizing a figure in the boxing landscape and I refuse to discuss him and his place in history until after he retires, and some proper perspective can be gained.
