like I said, I dont know that much of his career so it wouldnt be fair for me to say. but seeing as the best name on his record is Saldivar who had retired twice before and hadnt fought in 2 years prior to facing Jofre, I dont think I can give him a huge amount of credit for the win.

After some quick research Jofre's best wins are over Espinosa, Miranda, Rollo, Medal, Caldwell, Aoki and Caraballo before losing to Fighting Harada. no doubt a solid list of the best available to him, but none of them really went on to do much other than Medal.

I dont really know how much credit Im supposed to give him for the win over Saldivar, who was an excellent fighter but definitely at the end of his career and (again) had not fought in over 2 years. The Legra win was very good considering his age althogh controversial from what Im reading.

Im not saying it was bad by any means, but it just does not seem like top 10 p4p material, although I could simply be misjudging his competition, in which case I would be more than willing to hear what you have to say about it.

I dont really see how he should be rated above say Leonard or Whitaker, for starters.
feel free to educate me on who Jofre beat that warrants his high ranking, because as I said I havent put an amazing amount of research into it and could be doing him a disservice.

Jofre is the concensus GOAT at Bantamweight among boxing historians: I can't see a p4p list without him making the top-20 MINIMUM.
