Willie Pep by a country mile. Better resume, better on the eyeball test, better overall. Rock was a good fighter, but Willie Pep is like top 10-20 P4P all time.

Willie Pep often gets mentioned among the top 5 P4P of all time. Marciano isn't usually in the top 5 all time in his own division.
