    i know the rules, it just seems that this 'exception' was to boxing (no heavy champ in a lousy division) and in a way the Klits.

      Wlad might have the most right to claim it but it's debatable, because when a champion win's a piece of the title and it never becomes undisputed it should be always in question.
      I think it depends on how you look at it. He hasn't beaten the guy who is the other top guy out there but that guy happens to be his brother. He's virtually beaten everyone else and beat the guy who, at the time, was considered the best heavyweight without the surname Klitschko so I don't think it's ridiculous to consider him the lineal heavyweight champion.

        I agree, it's not ridiculous. Especially in this day and time where unfied titles are rare and the word undisputed is not profitable. But I like to think a vacant linear title is won, not given to the best of the champions. Vitali and Wlad might have hurt each other in this regard because without the other being a champion, laying claim to "the best" would not be questioned. In any other era, if there were two that were above the rest of the division as we have now, we would have seen a superfight. That is the roadblock in my opinion to crowning a linear champ now. And unfortunitely is something we will not see for some time .

          It's a very peculiar situation they're in. I don't think it's ever happened where brothers are clearly the best fighters in a single division, it definitely hurts them both because of the reasons you mentioned.
