Wlad is considered the lineal champion now isn't he? So that makes 15.

The Ring has him as the lineal champion after he beat Chagaev when Chagaev was ranked 3rd in their rankings because it was clear that Wlad and Vitali, who was ranked number 2 at the time, would never fight each other.

that's what i figured. i hate how they (ring) break their own championship rules.

Well it's not really breaking their rules, I think they have a rule that says they can make exceptions in special circumstances.

Fighters recognized as champions by The Ring are rated at the top of their division, with the top 10 contenders listed below.

Championship vacancies can be filled by winning a box-off between The Ring's number-one and number-two contenders, or, in certain instances, a box-off between our number-one and number-three contenders.

The only three occasions when a fighter will lose his championship status are when he retires, moves to another weight division, or is defeated in a championship bout.

The Ring Ratings are compiled by the magazine's editorial board, with the participation of The Ring Ratings Panel of boxing journalists from around the world.

Do you mean Ring champion as opposed to lineal?
Wlad might have the most right to claim it but it's debatable, because when a champion win's a piece of the title and it never becomes undisputed it should be always in question.
