Ali, Louis, and Holmes are probably the only ones.

Maybe Foreman but I'd still favor Liston. Johnson was good enough defensively that I'd probably favor him over Liston.....that's about it though.

The IBHOF rated Thomas Hearns as the greatest 154lb fighter ever

The IBHOF rated Roy Jones Jr. as the greatest 168lb fighter ever
Neither Hearns nor Jones did enough in those divisions to be rated that high. Plain and simple. IBHOF doesn't do real ratings.

The IBHOF base their ratings of a fighter against every fighter who ever lived who fought at that particular weight, The people who compile those rankings are Boxing Historians who themselves have been inducted into the IBHOF and the fighters they rate as the best in each weight class are:

              Joe Louis
              Archie Moore
              Roy Jones
              Ray Robinson
              Thomas Hearns
              Ray Robinson
              Aaron Pryor
              Roberto Duran
              Alexis Arguello
              Ruben Olivares
