Palomino was more skilled, durable, consistent and accomplished than Cuevas. I'd pick him easily

It would be a really really tough fight but I think Palomino would edge it. He's tough and has heart so he might survive Cuevas. And he was smart enough to turn it on late when Cuevas takes a break from going 90 for 8 rounds. Palomino had a degree of sickness as well.

I wouldn't call Cuevas chinny though. If anything he had an iron beard. But he had very poor defense and fought overly aggressive. The guys that knocked him out he never should have let them tee off on him the way they did. He ate em flush. Anyone would have been crushed.
