IMO when evaluating a fighter's jab, you have to look at the results. Does the jab setup other punches? Does it bust up the opponent's face? Is it quick and sharp? Can it be used defensively to keep an opponent off?
When considering the aforementioned criteria, I vote Muhammad Ali. His jab was one of his signature punches and best weapons and he used it probably just as good as anyone else in the hw game..
