who he beat is no.1, how long he reigned and still was competitive, as well as how dominant he was during his time.

      - Who you beat.
      - How soundly you beat your opponents.
      - Longevity.

With emphasis on #1. I will say I think it's more impressive to beat a lot of good opponents in a row without losing than beating 1 great fighter and losing to another. It's very hard to not have an off day and I think any fighter who can either work through a bad outing or seemingly never has one should be valued highly.

80% accomplishment. 20% skills. it's like these AND 1 basketball players. Some of them are more skillful than the NBA players but their competition and accomplishments are garbage compared to NBA players going up against the best on a daily basis. I know Pacquiao is great. Cant say the same thing about Mayweather, though his fans would argue about that.

          (1) quality of opposition fought (in h2h terms , not p4p)
          (2) quality of achievements against the opposition
          (3) reasons (excuses) for both of the above and for fights that did not happen

the reason for (#1) is because p4p greatness is not necessarily decided by h2h fights between the 2 fighters in question/comparison , for example : floyd beat marquez but it does not imply he is better p4p.
however , in this case , it does imply : erdei outpointed fragomeni so he is better p4p. had fragomeni outpinted/beat erdei it would not have been a p4p implication.
