It's got to be Mayweather. People who say Ali aren't really thinking to clearly, he was beaten by Frazier, Spinx, Norton and Holmes (he should never have fought with Holmes). He was probably the greatest heavyweight but he wasn't unstoppable.
Foreman seemed like he was after destroying Frazier and Norton incredibly easy but Ali out classed him.
