Does 2-time Drug Cheat Tyson Fury Use Fake "Retirement" As a Way to Cycle PEDs Without Being Tested?

First PED fail for Fury was vs Christian Hammer in 2015. Instead of being banned, Fury became the only man in history to fail a PED test for steroids and then be allowed to fight for the heavyweight world titles later that same year, without being banned! He went on to beat Klitschko in what was consensually described as one of the most boring heavyweight title fights of all time. Dillian Whyte had received a 2 year ban for his failed PED test a few years earlier but somehow Fury was the beneficiary of a very unusual, strange privilege and special treatment. Second fail, the year later. 2016 for the Klitschko rematch. Fury pops dirty for coke. The failed PED test is leaked to him so he cancels the rematch, vacates the titles and avoids going down in the history as a champion who got stripped of the titles for a failed drug test. Special treatment for the second time. Even Roy Jones Jr, Erik Morales and Tony Tubbs, who all failed tests and got stripped of the titles, never received a "grace period" where they were informed of the failed tests behind the scenes and allowed to vacate without being stripped. At that point, Fury pretended to "retire" and he later received a post-dated ban which only lasted for the duration of his voluntary retirement! Special treatment #3! Since then, Fury pretended to retire on numerous occasions. At least 6 times. Has the 2-time drug cheat been exploiting a loophole whereby he announces retirement, only to enter his PED cycle while avoiding drug tests, then return to boxing once his system is "test-safe"?
