Be American. This is the absolute number one factor. Simply being an active American boxer means you are orders of magnitude more likely than anyone from anywhere else to have people calling you great.
Give lots of interviews. You're American and the US has the world's largest media reach so use it. Talk about your "greatness" a lot, preferably wearing designer clothes and shades. Edgar Berlanga was aware of the success of this approach hence his pre-fight antics before the Sheeraz fight.
Have a "technical"/defensive style. The more dull 12-rounders you're involved in, the more you'll be pushed up the pound for pound rankings - provided you align with the two points above. Anyone who objects DKSAB and doesn't appreciate the sweet since, bro'.
Take long breaks between fights. It's not because you're trying to statistically reduce the likelihood of a loss, it's because you're the "A-side", who wants his "bag" in the "home of boxing".
Have all your fights in your home country with your countrymen as officials.
No matter how much praise you get, complain that it's not enough. Even after you retire.

floyd fought for about 500% to 600% less against guys like ortiz, guerrero, and maidana instead of taking the pac fight. you never see it that way though...and remember these were floyds own demands that he changed. pac was never going to take that low ball offer and you know it. pac was literally more popular than floyd at that point as ive broken down the numbers in another thread in ppv buys and live gates. its pure duckage. also he fought guys for less instead of margarito. also he did the same thing when he ducked winky when winky agreed to all his dumb demands, he just changed the money. i dont see why you cant see he was a fraud? you can be a good fighter and still duck people. case and point floyd.
You can’t fight someone that refuses every deal you make him. Of course you don’t look at it like that because Manny was the opponent. He gets offers. He makes them to lesser opponents.
If he doesn’t take them you ask why. When you see how he fought during their fight, you realize all he wanted was the check.

i have no issues with his resume. its fine. better than most for sure but i also know he avoided the most dangerous fights during his career so we have to take that into account. i cant give him fantasy wins and domination when he didnt want the smoke as they say. if he had tried to make the fights and guys avoided him like ggg then he would be seen in a different light but i know he ducked.

How is it possible to "cherry pick" ten fighters who were ranked #1 in the division being fought in at the time, another 5 or so in the Top 5 of the division being fought in at the time, 7 Top 10 P4P ranked fighters at the time, all whilst winning world titles in 5 divisions, 4 of which lineal? How can those two things co-exist with each other?

I'm not sure if that's about being honest or not. Being called the greatest is opinionated and should never be put on yourself by yourself. It's a matter of outside opinion to determine if one is deemed great and all other titles you want to throw at them. Calling yourself the greatest of anything, regardless of your achievements is more of a narcissistic personality. I know some folks with high level of anything in life (IQ, skills, whatever) will typically have the trait of being narcissistic, however there are plenty examples out there as well of those whom are not.

Along the way he made himself the #1 p4p boxer in the sport. He didn’t earn that through cherry picking.

Nelo beating a number of different champs at 168. to become undisputed is more credible than bud beating Nelo alone. Nelo did all donkey work, and bud trained 10 months a year for Nel o fight, to try take the glory.

Floyd was low-risk/high reward. Never beat an elite level fighter at their best. He timed their careers at just the right moment. Only casual apologists think otherwise.
Ironically, the fighters who thump their chest and proclaim they are the best ever or greatest of all time typically aren't. It comes from arrogance and a deep-rooted insecurity. Confident men don't need to convince anyone with words, they use action.
A good deal of blame can be placed upon commentators who are casuals at best when it comes to boxing. Or extremely biased. They convince other casuals that fighter A, B, or C is great without closely examining their respective careers.
While I know most of this is sarcasm, I think the part about talking about yourself over and over that you are the greatest works on the uneducated.
