I think inoue beats opponents more dominant day in day out whilst bud is once a year. So for 10 months of the year bud had time to train for Nel o specifically.
But as bud stepped up 2 weight divisions without acclimatizing then I can say bud is no1, but id like him to fight benavides the guy Nel o ducked, or bivo l to tell me he deserves to stay there, a fight by fight basis.

Canelo has looked bad for years and people have often talked about him being past his prime. He had to go to war with Mungaia, John Ryder, and Berlenga of all people, ha! Canelo looked like total crap in his previous fight with Scull. He couldn't get anything going at all in that fight. Have people forgotten about these fights? Canelo even had a very hard fight with old GGG in their 3rd fight. That is a LOT of proof that Canelo is well past his best. It's been discussed A LOT in recent years. Every fight Canelo gets scraped up even against Ryder, Berlenga, and Mungauia. Do you believe a win over Canelo is better than a win over Tyson Fury at this stage of their careers?! One win for Crawford in a how long? ...and his previous fight was nip and tuck with Madrimov. Usyk beat Fury twice withing 8 months and KO'd Dubois who many people thought would KO Usyk and Dubois actually looked good in recent fights. Against Fury AND Dubois, Usyk gave up a lot of reach, height and weight. Crawford had a significant reach on Canelo and about a 2 inch height advantage. Canelo and Crawford's weights were very close to the same.
Inoue just dominated every single round against MJ and he's beat the crap out of all the guys he's fought recently and he fights often. I still think Crawford is in third place behind both Usyk and Inoue. Crawford even said that he thought Canelo was the one guy that he could see himself beating at Super Middleweight because of the style of fight that Canelo brings...Slow feet, low output, bad gas tank. Lots of time to relax and reset and reset against Canelo because he requires gaps in every round to get his wind back from throwing bombs. Lots of space to waste time and "get on the move". Grab the lead with a few punches and run out some of the clock...It would be a standard basic strategy against Canelo. Then at the end of the fight when Canelo inevitably gasses out (EVERY SINGLE FIGHT), you push the pace. That's what Crawford did. The point is that beating Canelo at this stage is NOT such a great feat. MANY people where picking Crawford to win.
Crawford should be P4P number for a long time because the achievement of undisputed in three different weight classes, within the 4-belt era is unprecedented and no other current champion is a 5 weight champion. Maybe if Inoue fights and beats Nick Ball there'll be two 5 weight champions.

I can't reconcile buds win as good as it was of being justification to place him above Usyk who is overcoming far bigger size differences, in let's be honest more impressive fashion. Canelo isn't what he was either, if he beat like 2019-2021 Canelo then maybe I could see it, but this tired old version?

I have Inoue #2 P4P because of his activity level and he fights 3 or 4 times a year.
Lol, that's the funny thing. P4P is completely opinionated. There is no "official" other than it's "official" for that publication. So depending how high you put your trust in the Ring on your P4P rankings, they'll be accurate for some and not for others. Granted, I think after this performance, most folks would move Bud up to #1 because he was already close to it and if P4P doesn't mean you moved up in this case nearly 3 weight classes and still won proving your style can compete at different weights, then what does it mean? lol.
How it is no debate just because they Ring said. There can always be a debate as it is matter of opinion. The top 3 are secured, in what order people will debate but there is no right answer every one of them have strong arguments to be top.
