Just like Tank couldn't get a fight made between himself and the other top Lightweights who were all signed to Top Rank at the time e.g. Loma, Haney, Shakur, Lopez etc. That's also why you can't list ANY big cross-promotional fight between Top Rank & PBC over the last few years barring the obvious. spence and bud pre crash spence are not mind controlled by their promoters, they have free will and the promoter will make the fights they want them to make or try to make them if someone like bud or spence wants the fight, 1 of them or both of them at that time were very content doing what they were doing and thats why the fight didnt get made at that time, have u forgotten we were all speculating which of them is holding the potential fight up, noone had a clue, either 1 of them or both of them were perfectly happy doing what they were doing at that time So why was the fight only made AFTER Crawford left Top Rank Einstein? From what I recall, everyone was blaming Mayweather, and Tank went along with it just to divert the attention away from him who was also feeling the heat. Davis became a free agent as soon as he parted ways with Floyd. So it's been years since he became his own boss. Which meant he could have fought in any platform and worked with any promoter.
