Did Gabe Rosado make a good decision?

12 years ago, Gabe Rosado was the mandatory challenger to K9 Bundrage's IBF title, a likely winnable fight. He decided to move to 160 to challenge GGG for his WBA Title, who at the time was having issues finding opponents. In a losing effort his popularity increased, leading to a decade of televised somewhat high profile fights. Do you think if he decided to face K9....and the inevitable fights with prime Charlo twins would have boded better for Gabe? At the time, him not taking the K9 fight genuinely seemed stupid to me, but in hindsight, I felt it was a good decision, despite the losses.
