If you go back multi decades guys like Langford and Burns were well above him. If you class Lewis as Canadian he’d be above him too. I’d probably put Gatti above him also. I’d probably put Pascal above Stevenson and Bute though.
There's also David Lemieux. I think they're all living in Montreal, Quebec, the fight capital of the province. Most Quebecers don't call themselves Canadians until Trump's tariff nonsense.

Not originally from Canada either, but much like a lot of others mentioned, he seems to be repping Canada and lives there.

As for Pascal, his fight with Yuniesky Gonzalez was a great scrap. Incredibly violent. Very close and Pascal got the nod although it could have easily gone the other way.
The Bulldog fought good opponents but the other guys were more domestic opposition besides Lemieux
