I am looking forward to seeing him fight on the Pacquiao undercard. He has been out for 3 and an half years though. Can he still make an impact or too late?
I doubt it. He couldn't stay active in his prime years, I doubt he can do it now. Even if he wanted to, I'm not sure his body could hold up to it. It's not just the wear and tear of fights...the rigors of training camps, sparring, etc.
I think the more active he is, the more likely he will suffer injury. Some guys are just more injury -prone than others. I doubt he needs the money, he had invested in businesses and real estate in the DC-metro area.
You are probably right.
Can he make an impact at his age if he keeps busy?

Hes number 13 on my list for biggest wasted potential.
Everything I've heard would indicate he stays in shape outside the ring. He's had issues with his hands however, I remember him stating the reason why he didn't fight more often was because the fragility of the bones in his hands wouldn't be able to handle it.

Do you happen to know if he stays in shape outside the ring or does he party and drink?

He spends nearly all his freetime training his brothers. He's not going to be fat or drugged out or anything, he's just old and inactive.

- - Russet Jr never made an impact when he was fighting. He Sugardaddy Haymon paid him a $million for a fight every year. Nobody know him on the street...
I imagine not much if anything at all. I can't imagine his punch output, timing or physical durability will improve with age.
