Both 1 and 2 must be met because it's a way of confirming their accomplishments and not a mere fluke or some clever matchmaking going on. Sure Spence was in the p4p rankings for a good stretch (2017-2024) but he has no marquee win (a win against a hall of famer or potential hall of famer)

Bradley beat hall of famers in Marquez and Pacquiao (yes ik it's a robbery but the win over Marquez cemented his place). Bradley was also in the p4p rankings (2010-2016).
You can still be in HOF even without beating a single Hall of Famer. Outside of Fame and popularity, they need consistent wins over quality top 10 rank fighters in their division/s, similar to what Hamed achieved during his time.
I do agree with you though, that none of the PBC fighters should get in, but they will get in because of one big reason, being Americans. It is what it is. If IBHOF were Japan based, we'd see more Japanese fighters there.
Your criteria is more of a ATG status, where you have to factor the quality of fighters they defeated. ATGs must defeat actual HOF elite/s to be considered one.

He, unlike everybody else in his generation was willing to fight anybody & everybody, which it's sad to say, isn't a thing in this generation.
He also has wins over former champions Yordenis Ugas, Danny Garcia, Andre Berto, Pauli Malinaggi, Devon Alexander, & Julio Diaz,
He had razor-thin losses against the best versions of Errol Spence, Keith Thurman, & Kell Brook.
I wouldn't vote for him if he was in any other era, but in THIS era, his career was extraordinary.

Danny only won a belt at 147 cause it was vacant and it was against a worse opponent in Robert the bum guerrero who didn't beat anyone of note at 147

Porter already in the ballot, and Danny will get into the ballot once he is eligible, but i doubt they would get voted to HOF. Time will tell. We had worse names there already and Americans always gets more points than any country because IBHOF is amercan based, they prioritize US fighters.

I don't think any of them are. Spence and Thurman were on the right path at one stage but ultimately didn't do enough. No shame in that, they still had good careers.
