I really want to add Kovalev in my Borderline list but his godawful performances after the first Ward fight is really hard to ignore. He even lost to Canelo, smh.
At his prime i really see Kovalev being competitive against the top Light Heavyweights of the world but his overall career falls short imo.
I get that. Kovalev seemed right on target for a good long while before he went down fast.
I figure that in the end, it's down to what out mind decides is the right cut-off for packing the Hall.
This is something that everyone, even the voting members, have a very personal feeling about.
I agree that the distinction should be reserved for the very best fighters and personalities, but I have a commitment to enshrining everyone who I see as being great, and reprentitive of their era.
teraji has 7 top 5 wins including the #1 guy and wilder has 2 and no one near the top yet wilder is guaranteed? please make it make sense. wilder must be getting that american media spotlight bump because as a fighter he is not close at all.
shakur is not close at all. tank is not close at all. they are just popular fighters in the spotlight. that doesnt mean they have accomplished much because they have not. nakatani not close at all. these guys are division hopping but they dont have the quality wins to come close yet. compare tank and his 1 top 5 win over the #5 guy to teraji and his 7 top 5 wins including over the #1 guy. not really a comparison is it?
guys that should be in are: donaire, estrada, kovalev, teraji, roman, lomachenko and a bunch of other guys are close like spence, bivol, rungvisai, beterbiev, jesse rodriguez

A couple Quick notes:
My list of prospective ballot candidates is by no means presented in any kind of order or indended to be complete.
I would have no issue adding to it, to include such as:
Kosei Tanaka, JAP 13-24. 20-1-0(11)
Kazuto Ioka, JAP 09-24. 31-3-1(16)
Also, while super Flyweights & mini-Flyweights deserve equal consideration, the Heavyweights, fair or not, are the flagship fighters, bereft of 'little guy skill' and bulky though they may be, and anybody who's ever come close to Wilder's 10 successful title defenses, one of those to unify, is, like it or not; getting in the Hall of fame.
Nonito Donaire is a good candidate of course, as feedback indicates here more than once.
Also, as an aside; there are still plenty of Pioneer, Old-Timer and Modern catagory fighters, outside of the active or recently active group under discussion here, still deserving induction.
wilder is guaranteed but kazuto ioka is not even on a maybe list...
how is donaire not guaranteed? nonito's career is better than wilder's, norton's, gatti's, mancini's... 4 division champion for ~10 years, exciting fighter, CLEAN fighter. he must get in.

Spence because the welterweight division gets extra points from the Western voters
Bam Rodriguez (might get in just on the strength of his current resume, but he's very early in his career).
Juan Francisco Estrada (very likely IMO)
Jermell and Haney maybe.

I didn't see four division champ Kosei Tanaka on your list either. And weird that you have Chocolatito higher on your list than the two guys who beat him.
roman had a much better career than both guys and roman did beat estrada, once officially and got robbed in one of the others, even the first rungvisai fight could have gone either way. people seem to forget romans earlier career where he was beating lots of top guys like: niida, takayama, yaegashi, sosa, viloria. jeff horn beat pacquiao but hes not getting in. estrada should get in for sure but he still doesnt match romans accompishments and in reality hes only 1-2 against roman. rungvisai probably wont get in although he had a great 3 fight run, a run that is better than wilders entire career by far, but he just doesnt have the popularity. you can make an argument you should get in with 2 great wins since lots of guys dont even have 1

Loma and Chocolatito are guaranteed, Wilder is not.
Donaire and Estrada have a good chance I'd say.
