Wallin was only the first part of a bigger deal, he was going to cash in to fight Wilder next.
When Parker messed that up the Saudis asked Hearn who he wanted. He mentioned sebpverso names but ended up picking the lowest risk opponent.

According to Eddie Hearn, he spoke to Turki immediately after Parker beat Wilder. Turki confirmed that fighting Wilder was no longer an option and asked Eddie who he thought the best alternative opponent would be. Eddie told him that would be Ngannou. Turki agreed and the rest is history.
I would expect Eddie Hearn to choose the least risky opponent. Just as I would expect him to be in a rush to get the Fury vs Usyk winner immediately after, instead of waiting for their rematch to play out and Joshua having to face a Zhang or Hrgovic in the meantime.
