Standard should always be 3 fights a year for fighters in their prime. Anything less should be called ducking as well. It's even worse than the other ducking cases. It's ducking 2 fights, which translates to taking lesser risk than the other guy who is active. "Sitting duck" should be added in the boxing lexicon for boxers who refuse to stay active. They are an embarrassment to the sport.
He should have fought more in 2023 but he is IBF interim so if TC didn't rematch Spence by Dec and theres no info on that fight either, then Crawford v Ennis should be next!
Last year 2023, his first fight started in early January and everyone thought he'll be taking 2 more fights. He couldn't even secure a third fight as a Showtime fighter in December as exit fight for the network's leaving boxing. And now it's looking like he can only accommodate one fight this year, if he's lucky. It's already February and still no fight scheduled.

His teams plan is clearly to have him dominate a bunch of B+ fighters at 147 for the next 2 years collect all the belts once Bud drops them all proclaim him the p4p number 1 and then throw him in the biggest fight they can fight likely at 154 or 160

It's no longer unusual waiting around for only Allah knows. They're investing in time. Time is money in the opposite direction. Waiting is not wasting time in this sport it's investing. It's about taking less risk by going inactive, then grab a money fight when it comes along.

Title fights don't necessarily mean money fight. Can't even think of any money fight for him.

I'm not sure which money fight he's going after. There's none available as far as I know. Thurman is called out by everybody, I don't see him taking high risk, low reward fights, except fights he thinks he can win like the Barrios types. Which pretty much everyone's MOs. As for TC, nobody knows.

It's been a weak division, which is why Jermell managed to be on top and didn't want to move up. But now that it's getting hot with guys like Tzsyu, Ortiz, Mendoza, Fundora, etc. Charlo the lion-hearted suddenly lost all fire to make an early come back. For sure, Ennis would stay at 147 starving himself for 2 more years at least.
