Haven't seen any BScene article about the reasons why it didn't happen. Any theories?

I really hate that this fight didn't happen. I don't know why it didn't happen, but I have to assume it's because one or both of them wanted more money than what was available.
Wilder is waiting for Joshua december fight, which will be his final cash out fight. he can`t afford a loss before that.
If Wilder was as confident about beating Ruiz as his fans, the fight would be made as a tune up for Wilder.
Wilder, Ennis, Frank Martin, Charlo, etc. They all don't have enough balls to take interim or stay-busy fights while waiting. They're scared to lose.
And their rabid fans are just okay with it. You see them in the Tim Tzsyu threads still have the nerve to trash Tzsyu who is doing the right thing. Go check those threads and you see fake trashy fans attacking Tim. Never seen dysfunctional scumbags in all my life.

It's possible Joshua is Wilder's retirement fight if huge cash is all he's after.

Main point here is they are in the "same organization." Yet the fight didn't happen.
And we keep hearing twitter fighters pretending to call out guys that don't belong in their home organization. Fights won't even get made in the same organization, let alone competing organizations.
There are many fights that refuse to get made within the same organization.
The Charlo twin won't run out of fights if they only choose to be active.
160 -168 got Lara, Derevyanchenko, Plant, Benavidez, Adames, Resendiz, all were available at one time.
Then there was Jaron Ennis who had plenty of options at one time like Stanionis, Kavaliuskas, Butaev, Cobbs is free to fight everywhere...
We also have Frank Martin and Isaac Cruz, who is ranked #2 in 3 of the ABC organizations.
They just won't get made.
Also take note that Fox Sports has dismantled their boxing department where Wilder fought his last fights.
Don't know if Showtime Espinoza has resurrected his support for Wilder's fights.
It would be Wilders best win, so why not? Plus Wilder is supposed to be such a good win for Fury, and i agree it is, until someone else beats Wilder. Until then fury can boast he is the only man on earth who could tame Wilder.
Ruiz might fight Fury now, if Wilder dont want Ruiz

I don't know about Ruiz but in the case of Wilder he is tired. He wants to cash out immediately before he can retire for good. Those three fights with Fury must have really drained him both mentally, spiritually and physically.
After fighting Fury three times; It makes it just that much harder for him to get up and motivated for a fight with Andy Ruiz. The only fights that Deontay wants now is either with Joshua or Usyk.

Common sense theory is Wilder's purse has gone back to where it was before the first Luis Ortiz fight.
That's what PBC/Showtime probably offered to him. But to Wilder he's worth at least 5x that.
Maidana vs Broner is probably bigger than this fight and that was not even a PPV show.
So why would PBC offer more? Where will the money come from?
Many things in the PBC mystery house is inaccessible to media people.
If this is TR, GBP, Matchroom, DAZN every dirt they'll find would be exposed to the public.
Not in the PBC Mystery House.
