I think the inactivity is one reason why he isn't further along in his development. His momentum is so stop-and-start, which means SHO can't build him into a star that the Thurmans and Spences of the world would actually need/want to fight. SHO/Ennis should be on the HBO-GGG formula, fighting 3-4 times a year and gradually building a following until he can no longer be ignored. In my theory, everyone would be yelling for Spence to fight Ennis or drop the belt.

Good point. But I'm guessing that fight would not materialize and TR would look for a replacement for Muratalla. Just a guess.

He just fought. And he's not booking the next one for the same reason Thurman doesn't have a fight scheduled - they're waiting to see what the two champions are going to do, and then they'll move accordingly.
If Spence vacates and moves up, they don't want to have fights scheduled in case there's a title opportunity that might otherwise fall into their laps.
