He bought out his contract. Lots of guys do it. He had over 30 professional fights and owns a family construction business IIRC. Not hard to put up that kind of money. He doesn’t need 700k cash, he just needs the assets. Likely put a lien on his property.

And now he likely wanted a king's ransom for Wilder.
Adding to this, I recall PBC almost sued him last year when he was scheduled for a fight with Luis Ortiz and instead signed a deal with Triller for a fight in Mexico, which quickly fell apart.
Ruiz only had 1 fight remaining on his PBC contract, so he was gone after the next fight regardless.

So Wilder vs Ruiz is not happening then. Probably too much money is being asked on that fight from both sides. This is the result of overpaying Wilder with virtually no return for investors, or should we say from borrowed money hoping for long-term investment, which didn't pan out.
In a way it was DAZN/Hearn's fault when they were spending too much money like drunken sailors. They made it look like the size of the Wilder fights were really that big when the business model was not even about record-breaking PPV numbers, but on subscription model like all start up content providers do. The rumour is Hearn is trying to stage the Wilder-Ruiz fight in Saudi Arabia. With Wilder and Ruiz now both suddenly being free agents, I think there is good chance this fight happens.
Wilder is a dumb ass if he turned down the Ruiz fight, I favor him highly in that matchup.... Usyk is tied up with Fury. fury fights are played out. Joshua I dont see his management putting him in with Wilder any time soon they are going to feed him low risk scrubs.
