Belts mean nothing when being held by Smith, plant, Guerrero maidana, and algeri. Especially in the modern era with 4 belts.
There has always been multiple belts and awful boxers who have held belts.

I think Canelo at 16 is impressive as i think the higher division someone is the harder it is. The lower divisions more chance you can move through more divisions and fight more champions.
