There’s a lot of factors and by the looks of it some of what I have to say has been said already. But I’ll try to add my two cents.
People have already covered how this matchup, even though it’d be epic if it did happen, would be high risk and low reward for these two fighters who both believe they’ve been doing enough to deserve a title shot and don’t feel like they need to fight each other first in order to prove that. To them, this fight will only be worthwhile when one of them has the title.
But there might also be a conflict of interest with their promotion companies. Ennis currently has a multi-fight contract with Showtime, while Ortiz is with Golden Boy Promotions and DAZN who last I checked aren’t on good terms with Showtime. This is supposedly the reason why Davis vs Garcia also hasn’t happened and yet and probably won’t happen anytime soon.

People usually recognize a shining star when they first see one, unless they are haters.

Boxing is a demand and supply thing as well. I don't see the big demand, other than a couple of hardcore fans like yourself. Neither has a personality. They are not out there hyping themselves or calling out the fighters they want repeatedly until they get it, even against each other. They need to market themselves. They're too quiet. Nobody is gonna come to them.

You can't get established by just fighting showcase fights after another.
They have two choices. Fight now and winner becomes a star early,
or take the long-term route fighting nobodies. Which even then is equally fraught with uncertainties.

Cause they can’t make enough money from each other AND one guys going to loose, therefore loose MILLIONS. They need to build their name with big name old dudes that arent a threat first.

Maybe because other than the hardcores nobody knows them. Casuals bring the money to boxing. Hardcores not so much. I guess they didn't find much in these guys yet.
I know you think my views on boxing and the belts are extreme. I'll add one more to it: I'm not sold big on either of these guys. Not at all. I don't see them going too far.
Risk reward is one obvious issue here. There would be much more reward and not a lot more risk fighting an established welter. I think they both beat the current version of Thurman. I give both a pretty good chance of beating Spence as well if his fight with Crawford doesn't happen for whatever reason.
That said, I think both are willing but boxing being boxing, these two won't be fighting each other any time soon.

Cause they can’t make enough money from each other AND one guys going to loose, therefore loose MILLIONS. They need to build their name with big name old dudes that arent a threat first.

Eh, two different promoters. Their respective promotional banners will keep the matchups in-house or against fighters unaffiliated with the major rivals before they consider a cross promotion fight. We may not like it but that's the way things happen these days.
