It's hard to say but it's clear if he campaigned in a division long enough he could have reigned for long time, once you've beaten the best in a division it takes years for new generation to develop.

I’m not just asking which division was Manny at his best. I’m talking about which division that he fought in would he be considered the GOAT of that weight class? And please don’t give an answer like, “He’s the greatest in every weight he’s ever fought in.” Or, “It doesn’t matter the weight he’s in, he’s the greatest of all pound for pound.” Just give an actual answer.
