The US had its borders shut to most people from Europe and Canada but athletes still went there frequently for sporting events, including boxing. I figure an exception might be made to allow Golovkin over. It's not like there would have been a massive contingent of travelling fans going to that fight anyway, it's a huge fight in Japan so I'm sure they can make up the difference in domestic ticket sales. Of course, if they also impose restrictions when it comes to attendance for live sporting events then it's a different story.
