I think Max Kellerman explained this perfectly well. These “super” or “franchise” titles were created so that fighters with multiple belts don’t get stripped because they cannot fight every mandatory in each organization. It becomes almost impossible for them to meet these obligations.
The WBA super belt requires the champ to fight anyone in the top 10 of any organization. I don’t know if that’s the same for the WBC franchise though, but the intention behind it is similar to the WBA super belt.
Just proves what everyone already knows...all the belts and designations are just ridiculous. However if these fighters actually fought more than once and in a good year twice they might actually be able to make the mandatories. Of course its not all their fault the sanctioning bodies and their rankings are beyond stupid as well

The franchise belt is the reason why Loma was able to aim for the IBF champion instead of fighting Haney, and it made it easier for him to fight for undisputed status. Remember Sergio Martinez was stripped by having the WBC 154 and 160 title? If he was franchise champion, he would not have been stripped.
The franchise belt cannot be transferred, but the champion can petition for it. The WBC voted that if Teo beat Loma, he were to become the franchise champion. The title was earned because he was only able to get it by beating Loma after his request was approved.

Well between the WBA Super and WBA Regular champions, it's the WBA Regular champion that typically has the mandatories.
