Rewatched famous Vlad vs. Corrie fight and heard (and saw it really looked small) that they were on a sort of "small ring" as commentator said. Ids the ring size, similarily to e.g. soccer field, allowed according to some tollerances ?
I would rather prefer the same ring size and other parameters always the same value as well (perhaps Ali would not be allowed to have loose ropes in his Foreman fight).

I doubt Foreman knew about the ropes. That was likely just a dirty trick by the Ali camp. Ruiz had signed the rematch clause so he was basically going to get every disadvantage thrown at him.
