Plus the fact that his son Carl (we all forget about his son) was getting a 30% cut off the top for acting as a sort of in-between manager, or facilitator, without whom the fighter wouldn't get a fight.
Loads of people commented on the obvious swindle, although they called it "conflict of interest" to keep out of the courts.

Zaheer Raheem got KOed by Freitas after beating Morales. Pacquiao was still at 130 and stayed there for 2 years while Raheem was at 135.
The only slick black fighter Pacquiao fought that was highly recognized and relevant at the lowerweights was Ledwaba and he KOed him in 6
Raheem whipped Morales in September of 2005.
Instead of Pacquiao fighting him next he fought Morales in January of 2006.
