Hands down it's Pacquiao. Manny had the more storied career. Not only that but he was also in some very memorable and entertaining bouts too; Most of which he won and some of them he lost. However, over all his resume was much better than Roy Jones.

I'd say Roy Jones. Sure Manny has accomplished more but at the same time you have to ask, how often were the doors of Manny's accomplishments held open for him?
RJJ was physically gifted fighter who dominated a relatively weak era. however, when his reflexes betrayed him, he started losing to every bum and their neighbor. Great boxing instincts but didn’t adapt and evolve his boxing IQ. Hard to rank him really high all time, much less above pacquiao
Personally I’d say Roy Jones just based on talent alone. He had a far more dominant prime from 93-03. The Toney win is better than any singular win on Pacquiao’s resume too IMO.
Pacquiao’s P4P exploits are and resume are exceptional, I have no issue if people see things the other way, both are in my top 10 ATG’s who are all pretty much interchangeable dependant on criteria and personal preference.
