It seems so. Wilder is done when Fury beats him again. Martin is barely top 20, he can be beaten by anybody. Ruiz doesn`t even train. In theory he is top 10 guy, but practically he is a fat guy that doesn`t care much.
American based heavyweights: Ortiz is like 40+, never beat anybody good. Kownacki got exposed by European journeyman. Washington is old and was never very good, Breazeale the same.

Who was the last great American HW? Bowe? He had one great performance. Tyson? That was 30+ years ago. All the other recent American HWs either cherrypicked their way into a title, like Wilder, or were exposed when they stepped up in competition, like Mitchell or Kownacki.
Yeah, the Riddick Bowe who was 104-18 in the Ams with an Olympic Silver Medal and 3x Golden Gloves, and who was 7-1 against Current or Former World Heavyweight Champions.

Good dude Hunter as well if I'm any judge, comes over well in interview and seems to have a great attitude, got a lot of time for him, but he's not big enough and not skilled enough to compensate for his lack of size. He's a legit handful for anyone outside of the top 3 though, be great to see him in with Hrgovic I reckon and I'm sure he could hang fine with Whyte or Parker... hell the Usyk rematch would work for me too.
He just drew with Povetkin so I'm guessing you'ee right he's at least Whyte or Parker level. That's not bad those are all top ten guys.

Hunter is mediocre and most certainly NOT the best American heavyweight. Ruiz lives in the USA and he would beat Hunter and other American heavyweights would beat Hunter too.
