I'm a fan of Loma's style but gonna have to say Oscar. The level of competition Oscar fought says a lot. I have no problem with Loma's comp level. It's just a weak division he is in until Teofimo came along.
Would have to give it to Oscar, only because he was a younger champion not fully in his prime.
I think Loma won these titles at 25-7 whilst being in his prime.

Hoya was a monster but so is Loma.
The names are about equal, Chavez was well past his prime but still the best fighter out the bunch. That gives Hoya the edge.
Oscar had 228 amateur fights and an Olympic gold medal. It’s not as though he turned pro on a learning curve.
And Loma had over 400 am fights 2 gold medals and some "non official" pro fights and was a damn fully grown man

228 is a lot of amateur fights, but he turned pro at 19 years old. Lomachenko winning a title in his 3rd fight is incredible, but once he had about 6 fights, he was already a seasoned pro and 27 years old. All of those "he accomplished this in ___ fights" records became less meaningful to me.
Oscar won a title in his 3rd weight class in his 22nd fight. Lomachenko will be past his prime by the time his 22nd fight comes.

Oscar had plenty of amateur experience and more pro experience.
Lomachenko's records are kinda overrated to me. He turned pro at 25 with close to 400 amateur fights and 6 fights in the WSB where he got paid and had no head guard.
When people say a fighter did something within X number of fights, it implies they were inexperienced or green. Lomachenko was a grown man with plenty of experience. It's not like he's going to retire with over 30 fights.
