Looks like Arum is trying to get Ruiz stripped of the IBF title.
Will Ruiz still hold IBF title when he meets Joshua?
When Ruiz dethroned Joshua via seventh-round knockout, he picked up three heavyweight titles. Now, the first heavyweight champion of Mexican descent is in danger of losing his IBF belt before he even enters the ring again.
The IBF is well regarded for following its own rules — a rarity among sanctioning bodies — and it doesn’t recognize rematch clauses. After Tyson Fury upset Wladimir Klitschko in November 2015, he was subsequently stripped of his IBF title because a fight was due against his mandatory challenger, and he was legally obligated to fight Klitschko again. (The rematch never happened because Fury was sidelined for 2 1/2 years as he battled depression and addiction before Klitschko retired.)
Charles Martin met Vyacheslav Glazkov for the vacant title, and Fury was left with two belts before he was later stripped of those, too, for inactivity.
Now, Ruiz could be left with just the WBA and WBO titles if No. 1 contender Kubrat Pulev is successful in petitioning the IBF to order a fight between the two. Tom Brown, who promotes all of Haymon’s PBC’s shows, issued a letter July 24 requesting an exception to the mandatory fight between Ruiz and Pulev.
On July 31, John Wirt, attorney for Epic Sports (Pulev’s co-promoter alongside Top Rank), issued a rebuttal, a copy of which was obtained by The Athletic, in which he said the mandatory is now due, citing the WBO’s approval of the rematch and saying that pushed the IBF to the front of the rotational system that is in place for unified titleholders.
Pulev won his first IBF eliminator with a 2016 decision victory over Dereck Chisora. He won a second eliminator in October with a points win over Hughie Fury (Tyson’s cousin).
Brown issued a rebuttal Monday — also obtained by The Athletic — in which it was pointed out that Pulev was unavailable for much of July after he was suspended by the California commission in connection with an incident in which he kissed a female reporter following a fight in May (he’s since been reinstated).
Brown also says the IBF rules allow for an exception especially with an “exceptional” fight such as Ruiz-Joshua 2 and observes that Top Rank fighter Terence Crawford was granted an exception in 2017.
Adam Kownacki defeated Chris Arreola on Saturday in a heavyweight fight that broke the CompuBox record for the combined number of punches thrown, and as a result, he was elevated to the No. 3 spot in the IBF ratings (No. 2 is vacant). That means that if Ruiz is indeed stripped, the IBF would then order a fight between Pulev and Kownacki for the vacant title.
The IBF is expected to rule in the coming days, per sources.

Interesting stuff. Don't think the IBF will, but if Ruiz does get stripped it will be Pulev vs Kownacki for the title. Damn good fight actually.
Bob is slick and he is full of tricks. He is only doing this to prevent an undisputed World heavyweight championbship fight between Deontay Wilder and Andy Ruiz, Jr.
Arum can see the handwriting on the wall. He knows that Tyson Fury has fallen down to #3 on Deontay Wilder's Queue list.
After Wilder is done doing business with Luis Ortiz and if Andy Ruiz gets that immediate rematch with Joshua and wins, then the next fight we shall see is between those two. Bob knows it which is why he is trying hard in order to prevent and block it from happening. :lol1:
Arum realizing Wilder/Fury 2 isn’t happening and if either AJ or Ruiz wins the rematch Top Rank/ESPN will be on the outside looking in for the heavyweight division so he’s trying to make a move now.
**DING DING DING** Arum knows if he doesnt get the IBF to strip Ruiz now and ifRuiz wins rematch itll be Wilder/Ruiz for undisputed and further push back the Fury fight and he is running out of Euro taxi drivers for the gypsy king to fight
Horrible how they're going to break up the belts one fight away from a unification.
*unless if Ruiz wins, I think he will do a Wilder fight next which will keep them intact.

So the winner will have the WBO & IBF mandatory?
Yea, I think so. If the winner doesnt fight wilder next, they will get stripped of either the WBO/IBF depending on if they fight Usyk or Pulev next.
From the article, his side is trying to argue this:
I think IBF will allow the rematch and then have the winner face off against Pulev within like 90 days of the rematch or something along those lines.
Interesting argument, never thought of that. Anyway all the belts will probably get scattered after AJ/Ruiz unless the winner faces wilder next. Only chance that happens if its Ruiz because politics
Arum is such a phony. He trashed the IBF for stripping Canelo but now he wants them to strip Ruiz for not fighting Pulev when he is legally bound to fight AJ next.
People ***** about the WBC but the IBF WBA and WBO did not call a mandatory this year
Pulev should go on I been #1 contender for 600 days crying tour
So true, he’s actually won a final eliminator as well. Unlike somebody...
This is the guy you clowns cheerlead for.
Bob "OY VEY!" Arum ruining the Heavyweight Division just like he did in the late 70's 80's when the WBA was his ***** and he prevented unifications, especially big ones at featherweight with Eusebio Pedroza and Salvador Sanchez, and the 50 Heavyweight WBA titlist during the 80's
If they play tough, WBO can always push its rematch forward.
Also, I doubt IBF would want a coward like Pulev who isn’t box office as its champion
IBF doesn't really care who the champion is unlike some other organizations though.
I just don't see why they won't let the rematch happen.

But its pulevs own fault his dumb ass was suspended & dropped outta AJ fight,if he really wants to get technical, the number 2 contender should rightfully get the mandatory shot because he was suspended when the IBF was supposed to make the order:dunno:
Not happening. The next mandatory is WBO.

He's not getting no free belt though as Kownacki is going to be a handful for him.
But yeah, Arum just trying to get a quick belt for his stable knowing WBO is likely going to be vacant if Ruiz wins the rematch and Usyk will get first dibs on it.
Hes going to be facing someone far easier imho than AJ/Ruiz though,& he is going to get to fight for the belt right away as opposed to rightfully having to wait because it was his own fault hes been mando so long. He got suspended & also dropped out of his mando v AJ,& now this punk thinks he gets to cut the line, typical Arum bs,if Pulev pushed the WBO they would likely make him Usyks mando for vacant wbo too
